InHealth Advisors partners Jim Carr and Jim Burke were quoted in “Hospitals Turn To Value-Based Care Amid Headwinds,” an analysis by Yeji Jesse Lee published October 20, 2026, in Law360 Healthcare Authority.
The article looks at why more health systems are adopting value-based physician compensation models. Rising financial pressures, including Medicaid cuts and the expiration of ACA premium tax credits, are pushing them in that direction, and the 2021 Stark Law and Anti-Kickback Statute value-based exceptions and safe harbors give them the legal room to do it.
Jim Carr, InHealth’s co-founder, said that five years after the regulatory changes, most organizations are still testing the waters. He expects adoption to keep growing as reimbursement pressure continues and as federal programs, and eventually commercial payors, push toward value-based models. He also explained how the rules changed the way systems can value physicians’ contributions. Pay no longer has to rest only on hours or service volume. It can reflect the savings and quality improvements physicians actually produce.
Jim Burke, who joined InHealth this year after serving as a principal adviser at Hall Render, said CFOs once met value-based care with eye rolls. He now sees healthy skepticism combined with a willingness to engage. He cautioned that progress is uneven across the industry: “I think we’re going to end up with the haves and the have-nots.”
