Jim Burke

Jim Burke advises hospitals, health systems, and physician enterprises on hospital-physician alignment and the transition to value-based payment models. He works with healthcare leadership teams on the design of Value-Based Enterprises and related structures. Those structures are used to organize collaboration among hospitals, physicians, and other provider organizations, including accountable care organizations, clinically integrated networks, physician-hospital organizations, co-management arrangements, and a wide variety of joint ventures.

 

That work includes provider compensation arrangements that support value-based performance, and the operational and governance questions that determine whether those models are successful. Typical matters include aligning employed and independent physicians around a shared strategy for value-based care; redesigning physician compensation as payment shifts from volume to value; and establishing a Value-Based Enterprise or similar structure to support those collaborations. In each case the task is to make the operating, financial, and regulatory elements of the arrangement consistent with one another.

 

Jim Burke’s background is in hospital operations, finance, and health law. He is a certified public accountant and has served as a health-system chief operating officer and as a health-system general counsel.

 

Before joining InHealth as a consulting partner, Jim Burke was a Principal Advisor at Hall Render. Over a 16-year period prior to that he served as CAO/COO of a regional health system, as Regional General Counsel, and as Division Vice President of Legal Services, in two of the nation’s largest Catholic health systems. He began his career in the U.S. Marine Corps, where he served more than a decade, first as an enlisted Marine and later as a Judge Advocate and Command Advisor.

 

Jim Burke received a B.A. from Quincy University, a J.D. from the University of Notre Dame, an M.B.A. from Washington University in St. Louis, and an LL.M. in Health Law from Saint Louis University. He hosts the podcast How Health Systems Work.
